The Republic of Moldova has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of District Heating Efficiency Improvement Project (DHEIP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the agreement resulting from this IFB.
The Moldova Energy Projects Implementation Unit (MEPIU), acting on behalf of Termoelectrica SA, serving as the implementing agency for the Project, now invites sealed bids from eligible bidders for the procurement of Plant Design, Supply and Installation of 120 Individual Heating Substations and associated pipes in Chisinau District Heating System.
Bidding will be conducted through International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.
Interested eligible bidders may obtain further information from Moldova Energy Projects Implementation Unit and inspect the bidding documents during office hours 08:30-17:30 at the address given below.
A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of 1,000.00 (one thousand) MDL in case of collection from the MEPIU office at the address stated below, or 100.00 (one hundred) Euro net of charges in case of courier delivery. The method of payment will be Bank transfer to one of the accounts listed below.

Bids must be delivered to the address above on or before 11:00 local time on September 14, 2018. Bids need to be secured by a bid security of 45,000.00 (forty-five thousand) US Dollars or its equivalent in a convertible currency, in the form specified in Bidding Document. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend the opening at the aforementioned address.
Bidders should be aware that distance and custom formalities may require a longer than expected time for delivery.
